PM requires to overcome storm consequences

Localities in the central region have been urged to have comprehensive measures to address the flood and typhoon aftermath, as outlined in the the PM's official telegram on overcoming the consequences of storm RAI, the fourth hitting Vietnam so far this year.

On September 13th and 14th, the cyclonic circulation of the fouth storm has sparked heavy rain (with rainfall in some places hitting 400 mm) in the provinces of Northern and Central Viet Nam. The upstream of the Hieu and Ca river in Nghe An province went up quickly, flooding low-lying areas along the river, causing flash flood, posing serious danger to local people’s safety and property, and affecting the production and people's lives, especially in such provinces as Thanh Hoa, Nghe An, Quang Binh and Quang Nam.

The PM appreciated and commended efforts and initiatives of the ministries, local party committees, governments and people of the flood-affected areas, who have actively prevented and fought the flood, quicky overcome the consequences and minimized losses. The PM has sent condolences to the families of people killed, and shared difficulties and losses of the local people and governments.

To actively respond to the unexpected developments of the floods, which peaked, quickly overcome the disaster's consequences, and stabilize people's lives, the PM requests

1. People's Committees of provinces and concerned ministries coordinate to steer quick settlement of flood consequences, which focuses on:

- Look for missing persons; support burial for those killed in disaster and treat the injured. The provincial People's Committees of Thanh Hoa and Nghe An mobilize forces, direct the related authorities make the best efforts to search for missing persons, identify those who died and hand over them to the families for burial.

- Visit, encourage and timely support families affected; providing food and necessities for households suffered from hunger, especially those losing their homes, poor and vulnerable families,and avoiding the people suffering from hunger and thirst.

- Continue to inspect and find out the areas at risk of landslides and flash floods in order to actively evacuate, displace the populations and ensure safety.

- Mobilize the armed forces, police and youth to support people to rebuild their houses, to clean up the environment immediately after the flood receded; Steer local medical forces to ensure environmental sanitation and disease prevention.

2. The National Committee for Search and Rescue, the Ministry of Defense and Ministry of Public Security direct the locally-stationed forces to actively participate and support local people and goverments to overcome the flood consequences.

3. The Ministry of Agriculture and Rural Development steers the local authorities to ensure safe operation of dykes and dams, implement measures to restore and protect agricultural production.

4. The Ministry of Transport directs the related agencies to quickly solve the problem of landslide and erosion, ensure smooth traffic on the highways,and timely support local authorities to repair damages on main traffic routes.

5. The Central Steering Committee on Natural Disaster Prevention and Control continues to closely monitor rain and flood developments, timely directsthe ministries, branches and localities to implementresponsive measures, and review the damages and report to the PM./.
