Vietnam earmarks VND30 trillion to support poor and labourers during COVID-19

Prime Minister Nguyen Xuan Phuc has noted that COVID-19 has left very serious negative impacts on people’s lives, especially labourers, poor people, vulnerable people, part-time workers and those who lost their jobs. “The urgent work is to care for these groups of people’s lives,” he has said.
He made the statement during the Government’s meeting on issuing policies to ensure social welfare for those affected by COVID-19.

According to the Prime Minister, the Government will decide to put forth assistance for labourers to ensure social welfare. 

During the meeting, PM Dung put forth the ideas of direct assistance and time of assistance to be discussed in the next Government meetings, with beneficiaries including poor families and those who live near the poverty line, social beneficiaries, revolutionary contributors, labourers having contracts with disadvantaged individual businesses and families who are forced to stop operation, free labourers and unemployed labourers. The assistance is expected to use an estimated capital of some VND28-30 trillion.  

Specifically, the Government is expected to give direct support worth VND1 million per month at first in April, May and June; VND500,000 per month for social beneficiaries and revolutionary contributors.

The Prime Minister assigned the Ministry of Labour, War-Invalids and Social Affairs to review the groups of really disadvantaged groups of people who lost their jobs. Those who have working contracts with businesses but have to quit jobs, those who work part-time and have no salaries, are expected to receive support of VND1.8 million per person per month (or 50% of minimum salary), at first in April, May and June.

The Prime Minister also requested businesses to pay the remaining 50% of minimum salaries per month. If they cannot afford, they will be lent by the Bank for Social Policies at preferential interest rate./.
