According to the "Focusing on rules, integrity, action, creativity, breakthrough and efficiency" motto, the Government has asked ministers, heads of agencies, and chairpersons of provincial and city People’s Committees to raise high their sense of responsibility to the people and country, in order to promote what has been achieved and mitigate what has not, concentrate on Party building and promoting the role of the Party leadership to increase the efficiency of administrative agencies’ operations, care for boosting economic development in line with cultural and social development, increase corruption prevention in connection with completion of mechanisms and laws. Meanwhile, ministries and localities have been urged to restructure the economy.
Improvement of investment and business environment
The Government has asked ministries, agencies and localities to reach consensus on the awareness on private economic sector development; strictly realize tasks on improving business environment and support businesses’ development; and create every favorable condition for boosting private economic sector development.
Additionally, ministries, agencies and localities have been urged to thoroughly master criteria and contents of the socialist-oriented market economy by practically implementing the resolution on completing socialist-oriented market economy institutions.
Look to digital Government, digital economy
Under the Government’s promotion of digital Government and digital economy, ministries and provincial and city People’s Committees will have to focus on accelerating the completion of adequate and comprehensive legal foundation; developing national database; and establishing application systems to serve people, businesses and the Government’s management.
In terms of administrative reform, the Government has requested ministries to raise high the sense of responsibility of heads of administrative agencies; continue to check and cut administrative procedures, considering it a breakthrough in administrative reform.
They will also be responsible for efficiently realizing national and ASEAN one-door mechanism to sufficient administrative procedures; carrying out one-door electronic information system, and choosing adequate administrative procedures to put them into the online public service provision system./.
