Bac Kan province strives to become a fairly well-developed province in the northern midlands and mountainous region by 2030, gradually decrease the number of extremely difficult communes and villages, and eliminate subsistence and small-scale production in ethnic minorities.
The planning is the basis for comprehensive and unified management and leadership in socio-economic development, national defense and security, integration and external relations in the area; the basis for making policies, developing investment plans and creating motivation for development of production, business, social security, security, safety and civilization.
Planning contents must include development orientation, spatial arrangement and allocation of resources for socio-economic activities towards the goal of sustainable development on all three pillars: economy, society and environment; consistent with the context of international integration.
At the same time, it is necessary to ensure the coherence, synchronization, efficient exploitation and use of the existing infrastructure system among branches and inter-district regions and localities in the province; specify areas used for military, national defense and security purposes at provincial and inter-district levels and orientations for district-level disposition; apply modern technology, digitization, information and database in the planning process; meet standards, regulations and techniques and meet development requirements, international integration and regional integration.
The content of the planning must comply with the provisions of Article 27 of the 2017 Planning Law and Article 28 of Decree 37/2019 /ND-CP on July 5th, 2019, of the Government, including the following main contents: Analysis, evaluation and prediction of specific development factors and conditions of the locality; assess the current situation of socio-economic development, the status of land use, the status of rural areas and urban systems; evaluate the implementation of the Planning in the previous period; build perspectives, identify goals and select development options, planning options, development directions for important sectors and the plan for organizing socio-economic activities in the province.
Based on the approved tasks, Bac Kan Provincial People's Committee will make the planning to ensure compliance with the provisions of the Planning Law and the current regulations, and submit it to authorities for approval in accordance with the law./
