Bringing CPVCC’s 5th meeting Resolution on private economy sector into life

(CPV) - The Communist Party of Vietnam Online Newspaper on December 18th coordinated with the Scientific Council of Central Party agencies to host a seminar on bringing into life the Resolution of the fifth plenary meeting of the 12th Communist Party of Vietnam Central Committee (CPVCC) on developing the private economy.

The seminar was chaired by Assoc. Prof. Dr. Dao Duy Quat, former Standing Deputy Head of the Party Central Committee Commission for Ideology and Culture (Party Central Committee Commission for Popularization and Education currently); Assoc. Prof. Dr. Vu Van Phuc, Executive Deputy Head of Scientific Council of Central Party agencies; and Dr. Tran Doan Tien, Editor-in-chief of the CPV Online Newspaper. It was also attended by many scientists and representatives of enterprises.

The event aimed to discuss solutions for bringing into life the Resolution of the 5th meeting of the 12th CPVCC on developing the private economy, and offer opportunities for private enterprises to share practical experiences in production and business activities, and propose solutions to improve the effectiveness of Party and union work. 

In his opening speech at the event, Dr. Tran Doan Tien emphasized that over the past 30 years, to carry out the Party’s renewal policy, the private economy has expanded widely, significantly contributing to socio-economic development; mobilized social resources in production and business, created jobs and improved people’s lives, increased budget collection, and made contributions to maintaining the country’s socio-political stability.

In the 2001-2016 period, the private economy has constantly developed. Private enterprises developed in most sectors and regions, with their numbers increasing from over 55,230 in 2002 to 500,000 in 2016, with diversified forms.

The effectiveness and competitiveness of the private sector has gradually increased to account for 39-40% of GDP, and it also employed more than 85% of workers. Notably, the business people community is growing with the aspiration of enriching themselves, and constantly improves business capacity and enterprise administration. Their social responsibility, business morality and culture are increasingly improved. 

However, in general, the private sector still showed shortcomings and limitations. Specifically, mechanisms and policies of encouraging the development of the private economy are inadequate and lack synchronism, and it has not fulfilled its role as an important driving force of the economy, still operating on small scale and mainly within the household economy.

Participants focused their discussion on ideological work in organizing and effectively implementing the Resolution; analysing and clarifying the bottlenecks in developing the private economy.

In addition, they also debated issues such as renewing thinking; enhancing the leadership of the Party and the management capacity of the State to make the private economy an important driving force to contribute to developing the socialist-oriented market economy; creating a favourable investment and business environment for the private economy to develop in every field and sector not banned by the law; seeking solutions to increase the links between private enterprises and FDI enterprises; and assisting private enterprises to participate in the global value chain./.
