As planned, the scope of the Capital Region will consist of the entire boundary of Hanoi and the nine surrounding provinces of Vinh Phuc, Bac Ninh, Hai Duong, Hung Yen, Ha Nam, Hoa Binh, Phu Tho, Thai Nguyen and Bac Giang. Of which, Phu Tho, Thai Nguyen and Bac Giang represent an expansion from previous planning.

Total area of the overall region is more than 24,314 square kilometers, nearly double that of the old planning of 13,436 square kilometers, while population and labor scale by 2030 is about 21-23 million people. The urbanization rate by 2030 is some 55-60%.

Hanoi, Vinh Phuc and Bac Ninh are the core locations and form the key triangle with prominent strengths in industry and human resources training to establish financial, commercial and sporting centers, heritage space and international tourism markets.

Hai Duong, Hung Yen and Ha Nam will connect the centre of Hanoi with the maritime economic gateway to develop clean and supporting industries, logistics, education and high-quality health services in order to reduce pressures on the capital and share the opportunities of using health and education services with other provinces.

Localities inside the Hanoi region will be linked together by the centripetal highway system and belt transport system which connect the city with the nine provinces.

The planning also proposed solutions to actively improve climate change adaptation through flood escape scheme, irrigation scheme, and water drainage system scheme, in combination with improving and exploiting rivers in the region./.
