The Government leader on March 11th signed Decree 39/ND-CP introducing detailed regulations on some clauses of Law on supporting SMEs.

Specifically, aiming to help SMEs develop human resources, the state budget will support at least 50% of the total cost of a training course on start-ups and business administration for SMEs.

Trainees of SMEs located in difficult socio-economic areas or SMEs owned by women will be exempted from tuition fees. Households registered to convert into enterprises will receive free consultancy from units assigned by People’s Committees of provinces and centrally-governed cities.

The State has many policies to support SMEs such as supporting consultancy on intellectual property; exploiting and developing intellectual asset; supporting the implementation of procedures, technical regulations, measurement and quality; testing and completing new products and business models; supporting application and technological transfer; training information, trade promotion and commercialization; and supporting the use of technical facilities, nursery facilities and shared working area.

The Decree took effect from the date of signing and replaced Decree 56/ND-CP dated June 30th, 2009/.
