Accordingly, a second-class Freedom Order was presented to Tran Quoc To, Secretary of the Thai Nguyen provincial Party Committee; and a third-class Freedom Order presented to Nhu Van Tam, Vice Chairman of the Thai Nguyen provincial People’s Committee.

Eleven other individuals and six collectives received Friendship Orders and Medals bestowed by the Lao State.

During the ceremony, Secretary of the Thai Nguyen provincial Party Committee Tran Quoc To expressed his honour at receiving the order and stressed that local authorities and people have been deeply aware of the preservation and development of the Vietnam-Laos traditional friendship in general and the relationship between Thai Nguyen and Luang Prabang provinces in particular, cosidering it a good traditional and invaluable asset of the two nations and two provinces.

According to Mr. To, the friendship and cooperation between Thai Nguyen and Luang Prabang has been built for many years with the signing of two Memoranda of Understanding on information and experience exchanges in building the Party and political system, supporting administrative procedures in socio-economic development policy mechanism and investment, and training human resources. “So far, Thai Nguyen has helped Luang Prabang train 229 students, using over VND43 billion, and build an education project worth VND7 billion, and some other areas,” he said.

Expressing his gratitude for the special affection of the Thai Nguyen provincial Party Committee, authorities and people for Luang Prabang in terms of material support, infrastructure and human resource training, Mr. Khamkhanh Chanthavisouk said he hoped that the two provinces will continue sharing experience in building the Party and authorities, and fostering the bilateral traditional friendship, special solidarity, and comprehensive cooperation, especially in raising the quality of human resoures./.
