Of the total, 3.84 million laborers will receive under-three-month training, with an aim of at least 80 percent of them finding new jobs or increasing productivity and income from their existing jobs, said MARD Minister Dao Ngoc Dung at a conference in Hanoi on March 23rd.
The program will require total investment of VND12.6 trillion (USD552.76 million), of which VND7.74 trillion (USD339.5 million) is to be sourced from the State budget, VND3.4 trillion (USD149.1 million) will come from local budget and over VND1.45 trillion (USD63.6 million) from other sources, he said.
The major objectives of the project is to enhance quality and effectiveness of vocational training to raise income for rural laborers, focusing on training in non-agricultural occupations, thus enabling trainees to work in industry, handicraft and service sectors.
Minister Dung also stressed the importance of matching the training with the conditions and existing production models in each area.
Meanwhile, Ma Quang Trung, head of the MARD’s Department of Cooperative Economy, said that in 2016, positive changes were seen in vocational training for labourers in rural areas.
During 2010-2016, over 5 million rural labourers attended vocational training courses, with 40 percent of them enrolled in agricultural courses. After receiving training, 80 percent of labourers found new jobs or continued their jobs but with higher productivity and income, he said.
Vice Chairman of the People’s Committee of northern mountainous Cao Bang province Nguyen Trung Thao reported that the locality faces many difficulties in vocational training to farmers due to a large ethnic minority population with backward production practices and poor infrastructure system.
He said that the province has chosen 27 occupations suitable for the locality’s conditions, focusing on breeding and cultivation in association with processing.
The province has also called for stronger engagement of businesses’ investment in the field, he said.
Last year, Cao Bang gave vocational training to over 1,000 labourers, he noted, adding that in 2017-2020, the province will strive to train more than 4,000 laborers each year./.
