According to the Ho Chi Minh City Committee for Overseas Vietnamese, in recent years, overseas Vietnamese’s demand of applying for restoration of or confirmation of Vietnamese nationality is increasing. The reason is that the majority of elderly overseas Vietnamese want to return to Vietnam to live; while some young overseas Vietnamese want to return to Vietnam to invest, build and develop the country.
Mr. Phung Cong Dung, Chairman of the Ho Chi Minh City Committee for Overseas Vietnamese, said that since the Law on amendments and supplements to some articles of the Laws on Vietnamese Nationality and the Law on Housing encouraging overseas Vietnamese to return to Vietnam to build the country is applied, nationality is considered as an advantage for overseas Vietnamese to invest in Vietnam.
Specifically, in 2017, the amount of remittances sent to Ho Chi Minh city reached USD5.2 billion; 72% of which was used in production and business, 22% was invested in real estate and the remaining was used to support their relatives.
At the meeting, many overseas Vietnamese and those whose job relating overseas Vietnamese raised concerns about application for restoration of or confirmation of Vietnamese nationality of overseas Vietnamese; regulations on nationality for overseas Vietnamese settling abroad; and administrative procedures related to overseas Vietnamese buying houses, building properties.
Dr. Tran Van Binh, an overseas Vietnamese from Germany, said that this was an opportunity for expatriates to contribute their ideas and the leaders of Ho Chi Minh city to listen to and remove difficulties to attract more and more overseas Vietnamese to invest in Vietnam in general and in Ho Chi Minh city in particular.
Also at the meeting, leaders of related units such as the Ho Chi Minh City Department of Justice and the Immigration Department under Ho Chi Minh City Police shared the situation of handling administrative procedures on nationality; process of carrying out procedures in Ho Chi Minh city; answering questions of overseas Vietnamese and giving notes for overseas Vietnamese when using foreign passports to enter Vietnam.
From July 2009 to March 2017, the Ho Chi Minh City Department of Justice handled nearly 3,000 dossiers on nationality, of which 1,273 dossiers were applying for or relinquishing Vietnamese nationality, while 1,676 dossiers were of application for confirmation of Vietnamese origin or Vietnamese nationality./.
