Connecting businesspeople and intellectuals in building country

(CPV) – On the occasion of the Lunar New Year (Tet) 2018, Vietnam News Agency interviewed Mr. Vu Hong Nam, Deputy Minister of Foreign Affairs and Chairman of the State Committee of the Overseas Vietnamese Affairs about the achievements in 2017 and directions for the coming time.

Reporter: Could you please share with us about the results of campaigning overseas Vietnamese and factors affecting the effectiveness of overseas Vietnamese work over the past time?

Deputy Minister Vu Hong Nam: 2017 is considered as a successful year of Vietnam’s diplomatic sector with the successful organization of APEC Year 2017 in the context of the world and region rapidly changing. With the contribution to the overall achievements of Vietnam’s foreign affairs, the work of mobilizing overseas Vietnamese was carried out comprehensively.

In 2017, about 20 associations organized congresses and 10 new associations were established. Young overseas Vietnamese and businesspeople started joining the leadership of the associations, creating faith and enthusiasm in the community. Great national unity and mobilization of influential characters in the US, Australia and Canada were implemented effectively.

For new policies of countries and territories on migration, the State Committee of the Overseas Vietnamese Affairs actively coordinated with relevant agencies to closely follow the situation, timely report and advise the leaders at all levels to carry out solutions; contributing to creating peace of mind and stability in the community.

In 2017, the number of overseas intellectuals and Vietnamese returning home reached about 300 with the participation in the fields such as Open Data Ecosystem, intelligent water meter, and annual meeting of economists in 2017. At the events, many overseas intellectuals and businesspeople made confidential and diversified contributions.

For economics and investment, overseas remittances reached USD9.5 billion in 2017, much higher than 2016. So far, 51 out of 63 provinces and cities have received investment from overseas Vietnamese, valued at USD8.6 billion.

At the same time, the movement of preserving Vietnamese culture and language in the community was flourishing with significant results in many countries and regions. So far, the State Committee has provided 60,000 books in Vietnamese for education establishments, trained more than 200 overseas teachers about pedagogy and organized 14 summer camps for overseas students and youth.   

Reporter: In the current circumstance, which factors need to effectively carry out overseas Vietnamese work?

Deputy Minister Vu Hong Nam: In my opinion, the work on overseas Vietnamese needs to be grasped thoroughly so that Vietnamese people domestically and internationally can promote the traditional of great national unity. In addition, it is necessary to have comprehensiveness and close coordination of domestic organs in advising, building and realizing polities related to overseas Vietnamese.

We also need to raise the awareness of relevant organs, local authorities and people about overseas Vietnamese affairs and promote the role of representative agencies to be trust addresses of people and the bridge for Vietnamese expatriates.

Finally, the State Committee needs to keep track of the lives of the expatriates and give advices and petitions in bilateral meetings and high-level forums on migrations to senior leaders, creating best conditions for them to settle abroad.

Reporter: What will the 2018 overseas Vietnamese affairs focus on?

Deputy Minister Vu Hong Nam: In 2018, the State Committee will carry out Decree 45-CT/TW of the Politburo on further enhancing the implementation of Resolution 36-NQ/TW of the Politburo (term IX) on the overseas Vietnamese affairs in the new situation; focus on researching, building and completing the system of regulations and laws related to overseas Vietnamese.

At the same time, it will continue to assist overseas Vietnamese stabilize their legal status and integrate into local society; especially to support the overseas Vietnamese community in difficult areas and neighboring countries. Information and communication about teaching Vietnamese language in the community will be expanded in scope.

In the coming time, we will have plans to support and connect businesspeople and intellectuals overseas, especially the second and third generations to contribute to domestic development projects, technology transfer and problem solving such as traffic jam and flood-tide in big cities.
