Technology transfer promotes rural modernization

Many localities have gradually applied scientific and technological achievements in production, contributing to promoting socio-economic development in rural and mountainous areas.

The application is to implement Directive 63-CT/TW of February 28th, 2001, of the Politburo on "promoting scientific and technological research and application in service of industrialization and modernization of agriculture and rural area”.

The reality shows that the Party and State have always made and implemented many guidelines and policies to support socio-economic development in rural and mountainous areas, including the program of building appropriate models applying science and technology to socio-economic development in rural and mountainous areas (referred to as the rural and mountainous programs in abbreviation).

The program has three main objectives: Transferring technologies into production through implementation of application models; technical training for grassroots technical staff; and training for people in the project area.

To continue implementing Directive 63-CT/TW in the new situation, on October 13th, 2015, the Prime Minister issued Decision 1747/QD-TTg approving the program on applying and transferring science and technology advances to serve socio-economic development in rural, mountainous and ethnic-inhabited areas in the 2016 - 2025 period.

On that basis, the program has selected advanced technologies and built effective science and technology application models to solve important socio-economic issues in localities such as improving productivity, quality and diversifying commodity agricultural products that have market potential and promote the advantages of each region; and supporting existing rural businesses to renovate technologies or supporting the formation of new industries to promote advantages of traditional industries.

According to the Ministry of Science and Technology, over the past four years (from 2016 - 2019), the ministry has approved over 350 projects, of which nearly 290 projects are centrally managed and over 60 projects are locally managed.

Nearly 40% of projects are implemented in mountainous, remote and ethnic-inhabited areas; over 20% of the projects have models of scientific and technological application in the commodity value chain, creating livelihoods for people.

By 2025, over 1,300 new technologies will be transferred and applied to production; more than 1,000 models applying technical advances to production are built; professional training courses will be held about 4,700 technical staff; and technical training will be provided to 53,000 people./.
