Turning global climate agreement into Action in Vietnam’s localities

CPV) - The implementation of the Paris Agreement in the Northern area and the Red River delta of Vietnam is the focus of a conference taking place in Hanoi on August 29th.

It is the third one, following those in the Central region on July 28th and Southern region on August 18th.

The Paris Agreement, which was adopted during the 21st Conference of the Parties to the United Nations Framework Convention on Climate Change (COP21) in December 2015, entered into force on November 4th, 2016. It is the first legally binding document on climate change that applies to all parties. The Agreement requires all Parties to build and implement their NDC. So far, the Agreement has been signed by 195 countries, and ratified by 160 of the 197 Parties to the United Nations Framework Convention on Climate Change.

Approved the Paris Agreement on October 31st, 2016, the Vietnamese Prime Minister issued Decision No.2053/QD-TTg approving the plan for implementation of the Paris Agreement on climate change.

In document No.199/TTg-QHQT dated February 8th, 2017, the Prime Minister assigned the Ministries, sectors and localities to develop specific plans for implementation of the tasks assigned in Decision No.2053/QD-TTg dated October 28th, 2016 of the Prime Minister; to actively integrate climate change response into socio-economic investment and development plans.

According to Mr Vo Tuan Nhan, Deputy Minister of Natural Resources and Environment, at the same time, the Prime Minister also assigned the Ministry of Natural Resources and Environment to organize conferences in the North, Central and South for the implementation of the Paris Agreement on climate change; and to chair and coordinate with agencies, localities and international organizations to study new models and approaches in coping with climate change in order to share, disseminate and widely apply models that are effective and suitable to Vietnam conditions’’.

“UNDP is committed to innovative measures that pave ways for new partnerships with stakeholders. We would like to initiate work with the private sector to reduce the costs for Research & Development through the deployment of cutting edge technology that is adapted to Vietnam’s unique conditions”, said Ms Jenty Kirsch-Wood on behalf of UNDP Country Director in Vietnam.

The conference is also an opportunity for the parties to share their experiences with other localities, units, organizations and enterprises as well as with other ministries and sectors in carrying out the tasks assigned by the Prime Minister. Besides, it strengthens the cooperation between the Parties in order to well manage natural resources and environment, in general, and respond to climate change, in particular.

“Reduction of greenhouse gas emission is the only viable path to mitigate climate change. This common goal requires significant transformation of our societies. Through the process of updating Vietnam’s national determined contributions and other projects, Germany continues its support of Vietnam in this effort”, expressed Mr. Jörg Rüger, First Secretary for the Environment, Nature Conservation, Building and Urban Development, Embassy of the Federal Republic of Germany in Hanoi./.
