100% of population to be given healthcare monitoring

The Prime Minister has adopted a project on building and developing a grassroots medical network in the new situation. Accordingly, by 2025, 100% of communes will be helped to meet the standard of communal healthcare and the healthcare of 100% of the population will be monitored.

To be carried out from 2016 to 2025, the project aims to renew the organizational apparatus, operational mechanism, financial mechanism, and the development of human resources to improve the provision and quality of services of the grassroots healthcare network, ensuring an adequate supply of initial healthcare services and the capability to be capable of giving medical check-ups to each resident.

The provision of services will look towards aim to be comprehensive and continuous while strict coordination will be carried out between preventive and treatment work and between local medical foundations and higher levels, contributing to reducing the overcrowding situation in higher level hospitals and ensuring the quality and effectiveness of protection, care and improvement of people's health.

Under the project, 100% of communal medical stations are of adequate quality to give treatment to patients with medical insurance cards and successfully carry out successfully at least 90% of healthcare services set for communal levels, while 100% of district medical centres are able to carry out at least 90% of healthcare services set for district level.

To achieve these objectives, the project will reinforce and complete the organization  of the grassroots medical network and increase the efficiency of the grassroots medical system; increase the training and the quality of human resources; and continue to invest in raising the ability of the grassroots healthcare system.

Accordingly, medical centres at the district level will be capable of fully realizing preventive healthcare, medical check-ups and rehabilitation.

Meanwhile, medical stations will be responsible for managing the health of each resident comprehensively and continuously; giving healthcare consultancy for the residents; providing rehabilitation; care for the health of the elderly, mothers and children; preventing infectious and non-infectious diseases; and managing chronic diseases.

The project also targets to cover all people with medical insurance among all people, and increase medical insurance support for families living near the poverty line, and those working in the agricultural, forestry, fishery and salt production who have average living standard./.
