Accordingly, delegates from the city’s Confederation of Labour focused on giving opinions on the building and completion of the law-regulated Socialist State of Vietnam; Party building and rectification; improvement of the Party's leadership; tasks and solutions to perfect the market economy institution; policies on developing and improving the quality of human resources, education and training; strong promotion of science, technology and innovation; improvement of productivity, quality, efficiency and competitiveness of the economy; and solutions to improve the effectiveness of anti-corruption, thrift practice and waste combat.

Meanwhile, delegates from Hai Phong city’s Ho Chi Minh Communist Youth Union suggested that the documents should add policies creating conditions for people to access high quality health services, especially the poor; establishing a system of disease control centers at all levels; strengthening the application of modern science and technology in medical examination and treatment; continuing paying attention to salaries and allowances for teachers; developing regulations on environmental protection, waste and gas treatment for businesses; and easing environmental pollution in industrial parks and rural areas./.
