Hanoi: Diverse programs to be carried out to ensure social welfare

In 2017, Hanoi will carry out a wide range of programs and plans to ensure social welfare, especially policies to support poor families and social policy beneficiaries.

In particular, the city targets to give monthly allowances to 100% of standard social sponsorship receivers; help pull 10,230 families out of poverty and reduce the poverty rate by 0.6%; ensure that at least 99% of children in special circumstances will be assisted; and expand the number of communes and wards suitable for children.

To realise the targets, the Hanoi Department of Labour, War-Invalids and Social Affairs has planned to increase the implementation of multidimensional poverty reduction, with a focus on boosting poverty reduction among ethnic minority people; enhance social involvement in poverty reduction and social welfare; and fully implement policies set for the elderly and people with disabilities.

In addition, the city will focus on carrying out programs and plans on the care and protection of children, as well as those in ensuring gender equality.

In 2016, over 23,500 families in Hanoi escaped poverty, helping reduce the poverty rate from 3.64% in the beginning of 2016 to 2.37% in the year-end. The city also paid monthly allowances to nearly 177,300 social sponsorship receivers; granted medical insurance to nearly 386,800 members of poor families and those living near the poverty line as well as residents in ethnic minority-inhabited and extremely disadvantaged mountainous villages and communes with a capital of over VND240 billion; gave preferential loans to over 20,000 poor and nearly-poor families for production; and assisted 100% of poor families’ power fees with nearly VND29 billion.

The city Department of Labour, War-Invalids and Social Affairs worked with the city Fatherland Front to carry out support for 148 poor families in mountainous and ethnic minority-inhabited communes in building and repairing houses; and collaborated with communications businesses to give digital terrestrial television support to poor families. In late 2016, nearly 62,000 poor families were supported in installing digital and cable television devices, bringing the number of supported poor families to 94.78%.

Hanoi has nearly 1.8 million children, including 14,000 children in special circumstances, with 99.2% of children in special circumstances having been assisted in diverse programs.

Statistics showed that 540 of 584 communes and wards in Hanoi had been recognized as suitable for children. Localities have built up 5 models to prevent accidents and injuries for children; and given training on the care and protection of children for officers across 584 communes and wards./.
