Nghe An province has 36 commune-level administrative units, which will be merged into 16 units, down 20 units, in 9 districts and towns.

To implement the merger of commune-level administrative units, Nghe An provincial People's Committee issued Plan 491 on August 13th, 2019, on arrangement of communal administrative units. Accordingly, the merger will be completed this year.
Regarding personnel work, after the merger, there will be 690 redundant personnel. Therefore, the province will create favorable conditions for those eligible to retire and the remaining people will arrange appropriate jobs. Districts and commune-level administrative units will classify, based on specific and objective criteria, to select their leaders.
Previously, the standing board of the provincial Party Committee asked localities to stop recruitment of commune-level personnel to adjust during arrangement and merger.
In terms of usage of facility, based on the actual situation, it should consult the ideas of the local people to select the head office of the commune-level administrative unit in one of the merged units. The remaining offices, which are unused, will be sold by auction./.
