The congress was attended by 289 delegates from 51 Party cells under the Party Committee of the Ministry of Finance.
Speaking at the congress, Mr. Dinh Tien Dung, member of the Party Central Committee and Minister of Finance, said that over the past 5 years, the Party Committee of the Ministry of Finance has carried out the guidelines and resolutions of the 12th National Party Congress and the 24th Party Congress of the Ministry of Finance by action programs; focusd on leadership, direction and has successfully implemented the political tasks and goals set out in the Resolution of the 24th Party Congress of the ministry.

Mr. Nguyen Huu Than, Deputy Secretary of the Party Committee of the Ministry of Finance, said that in the 2015-2020 term, the Party Committee of the Ministry of Finance has directed the whole sector to successfully complete the political tasks assigned by the Party, the National Assembly and the Government.
Accordingly, the Ministry of Finance has boosted the completion of the finance institutions and state budget according to the principle of the socialist-oriented market economy, supporting the process of economic restructuring and growth model transformation. The fiscal policy is actively implemented by the Ministry of Finance, enhancing coordination with other policies to maintain macroeconomic stability and promote economic growth. In particular, amid the negative impacts of the COVID-19 pandemic, the finance sector has pioneered proposing and submitting solutions on fiscal policies to competent authorities to solve difficulties for production and business and ensure social security in order to promptly respond to the pandemic.
Over the past period, the scale of state budget revenue has been continuously strengthened, the state budget revenue structure is more sustainable; the management of state budget revenue is increasingly effective and scientific; effectively implementing the restructuring of state budget expenditures in the direction of prioritizing the allocation of resources for development investment, reducing recurrent expenditures; the efficiency of state budget expenditure has been improved; strengthening financial discipline, promoting thrift practice, fighting wastefulness in the use of the state budget and public property; the quality of financial inspection has been improved.
Together with state budget revenues and expenditures, mechanisms and policies on public asset management have made new breakthroughs, creating favorable conditions and being proactive in management, arrangement and efficient use of public assets; positive budget balance, public debt guaranteed within safe limits and managed tightly, and loan use efficiency is improved.
One of the highlights in the results of implementing the tasks of the Ministry of Finance over the past time is the administrative reform work. According to the report of the Administration Reform Steering Committee of the Government, in the administrative reform index in 2017 the Ministry of Finance ranked 3/19 ministries and ministerial-level agencies; in 2018 of the Ministry of Finance ranked 2/18; a and in 2019 of the Ministry of Finance ranks 2/17.
In addition, the Party Committee of the Ministry of Finance has determined that building a clean and strong party organization is a key task. Accordingly, the Party Committee of the ministry has effectively deployed political ideological education; Party building, party members, personnel work, internal political protection, inspection and supervision, mass mobilization have been implemented in accordance with regulations, maintained regularly, and achieved positive results.
At the congress, delegates listened to representation from Party cells under the Ministry of Finance Party Committee about the results achieved in specific areas and set out goals and solutions to be determined to successfully implement the tasks in the coming term.
“In the next term, I believe that the Party Committee of the Ministry of Finance will continue to have innovative, creative, practical and effective activities and many positive contributions to successfully complete the political tasks of the sector, building the Party Committee to become more and more clean and strong, contributing to the completion of the common tasks of the Party Committees of the Central Agencies Bloc in the 2020-2025 term,” Mr. Lai Xuan Lam, Deputy Secretary of Party Committees of the Central Agencies Bloc, said.
The congress elected an Executive Board of the Party Committee of the Ministry of Finance for the 2020-2025 term, including 29 members.
The first meeting of the Executive Committee of the Party Committee of the Ministry of Finance elected the Standing Board of the Party Committee of the Ministry of Finance for the 2020-2025 term, including 10 members; the Inspection Committee of the Party Committee of the Ministry of Finance, including 7 members. At the meeting, Mr. Ta Anh Tuan, Deputy Minister of Finance, was elected as the Secretary of the Party Committee of the Ministry of Finance./.
