Raising the awareness of law observance among civil servants and people

The Ministry of Justice has organized the seminar in Hanoi to give comments on the draft report on 15-year implementation of the Secretariat’s Directive 32-CT/TW on strengthening the Party's leadership in legal dissemination and education, raising the awareness of law observance among civil servants and people.

Deputy Minister of Justice Phan Chi Hieu said that it is necessary to continue to identify legal dissemination and education as the task of the whole political system; in which the State plays a key role; focuses on education and raising the awareness of law observance of civil servants and people.

It was held in the context of building a state of law, promoting the organization of law enforcement and proceeding to the 13th National Party Congress.

According to the draft report, the 15-year implementation of the directive has achieved many positive results. Specifically, the awareness of party committees, party organizations and party members about the position, role and importance of legal dissemination and education has been improved. The legal dissemination and education has really become a duty of the whole political system. The organizational structure and staff in legal dissemination and education has been strengthened and consolidated. Their activities have been increasingly practical and effective.

However, a number of ministries, branches and localities still consider the task of legal dissemination and education as the judiciary’s task. Resources to ensure legal dissemination and education remain limited. The situation of law violations and crimes is still complicated.

At the seminar, participants focused on discussing and evaluating the achieved results, inadequacies and problems in the directive implementation; proposed solutions to further improve the effectiveness of legal dissemination and education in the future.

Deputy Director of the northern Vinh Phuc provincial Department of Justice Kim Thi Anh suggested that it is essential to clarify the responsibility of the head in legal dissemination and education, even research on how to deal with those who do not work well.

Others recommended to revise policies and institutions related to legal dissemination and education, especially policies to support workers for legal dissemination and education in mountainous, remote and border areas and islands./.
