Reviewing two-year implementation of provincial anti-corruption assessment - PACA

(CPV) - In anticipation of the 2018 Anti-Corruption Law’s enforcement (July 1st 2019) the UN Development Programme (UNDP) and the Government Inspectorate jointly organized the 2nd consultation workshop on March 28th 2019 to review report on the implementation of anti-corruption assessment methodology, framework and indicators in provincial government agencies.

First important step toward bringing the Anti-Corruption Law into life

The workshop is part of the UNDP Regional Project “Promoting a Fair Business Environment in ASEAN”, which is funded by the UK Prosperity Fund. Attending the workshop were representatives from the Government Inspectorate, ministries, branches, UNDP, development partners, business communities, social organizations and related organizations and agencies.

Opening the workshop, Mr. Tran Ngoc Liem, Deputy Inspector General of the Government Inspectorate, said that two years’ implementation of the provincial anti-corruption assessment index has yielded good results in general. “Over the past year, provincial governments have made efforts in combating corruption, with inspection/ audit work,” he said. “Increasingly high assessment criteria reflects the attention of government at all level to this assessment methodology”.

Addressing the workshop, UNDP Deputy Resident Representative Akiko Fujii recalled that UNDP’s support for the development of the PACA Index started in 2015. She stressed that 2016 PACA was the first evidence – based anti-corruption assessment tool in Viet Nam, and since then the PACA reports have become publicly available by the Government Inspectorate.

In 2017, the Government Inspectorate applied the PACA indicators in 62 out of 63 provinces. Learning lessons from the first pilot, the Government Inspectorate has further amended, simplified PACA. The second pilot was carried out in 2018.

The workshop aims at reviewing the two-year implementation of the PACA Index to identify the gaps in the assessment and provide recommendations for developing new guidance for the enforcement of the new Law, especially Article 17 on the criteria to assess anti-corruption work. We understand that a new circular on this topic will be adopted after the Law and Decree come into effect.

“As the 2018 Anti-Corruption Law will come into effect this July, today’s discussions are extremely timely to review the two-year implementation of the PACA Index in Viet Nam to identify the gaps in the assessment and provide recommendations for developing new guidance to implement the new Law,” Ms Fujii said. “Effective implementation of the Law is key to achieving the Sustainable Development Goals or SDGs by 2030, especially SDG 16 on peace, justice and strong institutions. Addressing corruption will serve to accelerate all other goals by providing an enabling governance environment”./.
