The ceremony started at around 10h00 local time as scheduled at Panmun Station in the DPRK's border town of Kaesong. It was attended by some 100 participants from each of the two Koreas.

On December 23rd, the RoK dispatched 14 officials to Panmun Station for ceremony preparations and they returned home later the same day.

The event is part of the project to modernize and eventually connect railways and roads along the eastern and western coasts of the Korean Peninsula.

It was also a part of efforts to implement the Pyongyang Declaration, which RoK President Moon Jae-in and top DPRK leader Kim Jong-un signed after their third summit in Pyongyang in September.

The two leaders earlier agreed to hold a ceremony before the end of the year to break ground for the project to reconnect two sets of cross-border railways and roads.

As a gesture towards reconciliation, the two Koreas reconnected the western line in 2007 and limited numbers of freight trains transported materials and goods to and from the Seoul-invested Kaesong Industrial Zone in the DPRK for about a year./
