Specifically, the Politburo requested the Party Central Committee Secretariat, in March, to preside over the organization of a nationwide online conference on researching, studying, grasping, disseminating and implementing the resolution of the 13th National Party Congress; Party organizations that have sufficient conditions for material and technical foundations to connect transmission lines shall open bridge points to their grassroots establishments, with disseminators being members of the Politburo and the Party Central Committee Secretariat term XIII who directly led the development of the 13th National Party Congress documents.
In addition, in the second quarter of 2021, the Provincial and centrally-governed City Party Committees were requested to direct the organization of meetings on researching, studying, grasping, disseminating and implementing the resolution of the 13th National Party Congress to each specific group of cadres and Party members from the provincial to grassroots levels.
The directive stressed that the Party Central Committee Commission on Popularization and Education will be responsible for working with the Ho Chi Minh National Academy of Politics and relevant agencies to organize the meetings on researching, studying, grasping, disseminating and implementing the resolution of the 13th National Party Congress for leaders of press and publishing agencies; leaders of literature and art associations, scientific and technical associations, writers, artists, intellectuals; and lecturers of political theory at various institutes, universities and colleges throughout the country. These meetings will have to be completed by the end of the second quarter of 2021.
According to the directive, the organization of meetings on researching, studying, grasping, disseminating and implementing the resolution of the 13th National Party Congress must be combined with the good performance of other political tasks, especially the prevention and control of the COVID-19 pandemic, the election of deputies to the 15th National Assembly and to the People's Councils at all levels for the term 2021-2026, ensuring practicality, efficiency and safety.
Confirming that researching, studying, grasping, disseminating and implementing the resolution are regular work and carried out seriously and scientifically throughout the term, the directive said that the work will cover the resolution of the 13th National Party Congress; report of the Party Central Committee term XII on documents of the 13th National Party Congress; the political report; the strategy for socio-economic development for 10 years 2021 - 2030; the report on evaluation of results of implementing socio-economic development tasks for the 5 years 2016-2020, and directions and tasks for socio-economic development for the 5 years 2021 - 2025; and the report on Party building work and implementation of the Party Charter term XII.
The directive asserted that the 13th National Party Congress was of great success. It adopted the resolution and documents of the Congress. The resolution is the profound synthesis of theory and practice, crystallizing the wisdom, will and aspirations of the entire Party, the entire people and the entire army; putting forth socio-economic development directions and tasks for the 5 years 2021 - 2025; defining the socio-economic development strategy until 2030 and the national development vision to 2045. It has the value of directing and leading all activities of the Party, State and society./.
