Country realizes strategy on national energy development

Prime Minister Nguyen Xuan Phuc has signed a resolution issuing the Government’s action plan to realize Resolution 55 - NQ/TW, dated February 11 by the Politburo, on the strategic orientation for developing Vietnam’s national energy policy to 2030 and vision to 2045.

The resolution sets a general target of firmly ensuring national energy security; providing sufficiently stable and high-quality energy at reasonable prices for fast and sustainable socio-economic development, for ensuring national defense and security, improving people's lives, and contributing to protecting the ecological environment. The energy sector develops harmoniously among sub-sectors with synchronous and intelligent infrastructure, reaching the advanced level of ASEAN.

The sector will also build a competitive, transparent and efficient energy market that is consistent with the socialist-oriented market economy; exploit and efficiently use domestic energy resources in combination with reasonable energy production and import; thoroughly practice energy saving and efficient use; actively produce some major equipment for energy sub-sectors; and upgrade and build an advanced and modern power transmission and distribution grid.

To achieve the target, the resolution works out specific solutions, including fully meeting domestic energy demand, serving the goals of the 10-year socio-economic development strategy 2021 - 2030. The rate of renewable energy sources in the total primary energy supply will reach about 15 - 20% by 2030; 25 - 30% by 2045.

The total final energy consumption by 2030 will reach 105 - 115 million tons of oil equivalent (TOE), and 160 - 190 million TOE by 2045.

The country will also build an intelligent and efficient electrical system which is capable of safely connecting to the regional power grid; and ensure safe power supply. By 2030, power supply reliability will be in the top four ASEAN leading countries, and electricity access index in the top 3 of ASEAN's leading countries.

Oil refineries meet at least 70% of domestic demand; ensure that strategic petroleum reserves are at least 90 days of net import; are able to import liquefied natural gas (LNG) of about 8 billion cubic meters by 2030 and about 15 billion cubic meters by 2045.

Greenhouse gas emissions from energy activities are expected to be reduced from 15% in 2030 to 20% in 2045./.
