The plan is to create a strong change in awareness among officials and people; to mobilize community resources in preserving and promoting the value of intangible cultural heritage. The city requires the cultural sector to closely coordinate with units, localities and communities practicing heritage in implementing solutions to protect and promote the value of intangible cultural heritage; introduce and promote the values of intangible cultural heritage to the people at home and abroad; and contribute to raising community awareness in protecting and promoting the value of intangible cultural heritage.

Specifically, from now to 2025, Hanoi will build 3-4 scientific documents to request the Ministry of Culture, Sports and Tourism to include in the List of National Intangible Cultural Heritage; develop publications introducing intangible cultural heritage; and organize 2-3 basic and advanced teaching classes on performance and practice skills of typical and endangered intangible cultural heritages. The city will also organize a festival to perform, exchange and introduce Hanoi's intangible cultural heritage.

The city will develop policies to support and treat artisans; organize heritage education programs; introduce, perform, and restore types of intangible cultural heritage; and encourage and create conditions for organizations, communities and individuals to participate in the practice, collection, preservation and introduction of intangible cultural heritage.

For intangible cultural heritage that has been included in the List of National Intangible Cultural Heritage, the city will develop plans and organize the implementation of measures to protect and promote values; and prioritize the protection of intangible cultural heritages in danger of extinction. Hanoi will prioritize resources for the implementation of measures to protect and promote heritage values; organize the research, collection and documentation of heritage; restore and support teaching and practice, contributing to the protection and promotion of heritage values.

The city will promote socialization of resources to protect and promote the value of intangible cultural heritage, and mobilize the attention and support of organizations, individuals and society in the field of protection and promotion of intangible cultural heritage values./.
