The plan aims to develop reading models on the basis of effectively exploiting and constantly developing the intellectual and cultural capital of the people, the Vietnamese people in general and Hanoi capital in particular, at the same time selectively absorbing the intellectual quintessence of mankind.

The plan was developed to concretize Program 06-CTr/TU dated March 17, 2021 of the Hanoi City Party Committee on “Cultural development; improve the quality of human resources; building elegant and civilized Hanoians in the 2021-2025 period".

The city sets a target that by 2025, 85% of people using reading models will have skills to receive and use information and knowledge through reading to serve study, work, research and entertainment. 100% of districts, towns will have private libraries and family bookcases.

Every year, the city also organizes at least 1,000 book-related activities, book exhibitions, book fairs, author-work exchanges, thematic talks, introduction of new books, and      contests to learn about and write reviews about books./.
