Gov’t issues decree on regulations on foreigners working in Vietnam

The Government recently issued Decree No. 152 featuring regulations on foreigners working in Vietnam and the recruitment and management of Vietnamese working for foreign organisations and individuals in the country.

At least 30 days prior to the day planned to start using foreign labourers, employers, except for contractors, are responsible for identifying the demand for foreign employees for each position that Vietnamese workers have yet to satisfy and explaining the issue to the Ministry of Labour, Invalids and Social Affairs or the provincial-level People’s Committees in the localities where foreigners are set to work in, reported VNA.

 Meanwhile, the ministry or the provincial-level People’s Committees have to issue documents accepting or rejecting the use of foreign workers for each job position within 10 working days since the reception of explanation about or report on the change in foreign labourer demand.

Before recruiting foreigners, contractors has responsibility for detailing the number, professional capacity, and experience of foreign workers they want to employ to implement bidding packages in Vietnam.

Vietnam named among three countries to have competently dealt with COVID-19

Nikkei Asia, the world’s largest financial newspaper published by Japanese media giants Nikkei Inc., has named Vietnam among an Asian trio that has succeeded in limiting the local transmission rate of the novel coronavirus (COVID-19) to almost zero, reported VOV.

The three Asian countries named by Nikkei Asia alongside the nation include Taiwan (China) and Singapore.

According to the website, the Asian trio can be viewed as rare success stories due to their efforts in containing local transmission by using rigorous testing and isolation methods.

Alongside a 14-day quarantine for all entrants, the nation also disclosed personal information regarding newly infected people, including age, occupation, place of residence, and recent activities in order to allow for the rapid tracing of close contacts.

“This tough response, possible thanks to authoritarian Communist Party rule, has been responsible for keeping cumulative cases down to roughly 1,500,” says Nikkei Asia.

Furthermore, the media outlet reported that last month, Taiwan witnessed its first case of local infection after roughly eight months, bringing the total number of local transmissions to 56.

These represent significantly lower numbers compared to neighbouring countries and other regions, with these results being attributed to the strict enforcement of the 14-day mandatory quarantine period for travelers from overseas.

Moreover, the financial publication pointed out an incident involving a Filipino migrant worker in Taiwan (China) being fined 100,000 New Taiwan dollars, equivalent to US$3,577, last year for stepping out of his hotel room for eight seconds. The incident occurred in November and was captured on surveillance camera, going on to receive wide coverage among Taiwanese media.

In addition to both Vietnam and Taiwan (China), Singapore has successfully contained daily local transmissions to nearly zero through rigorous testing and tracing measures, after previously battling unruly spikes among migrant workers.

US announces preliminary determination on Vietnamese passenger vehicle tires

The US Department of Commerce (DOC) has announced affirmative preliminary determinations in the anti-dumping investigations of passenger vehicle tires from certain countries, including Vietnam.

VNA reported that only some Vietnamese exporters were hit with a 22.3 percent anti-dumping duty, according to the Ministry of Industry and Trade (MoIT).

The ministry said the determination is positive as the other exporters who are not subject to anti-dumping duties account for over 95.5 percent of Vietnamese tire exports to the US.

Meanwhile, those that were hit with a 22.3 percent anti-dumping duty had not shown cooperation with the investigation agency, the ministry said.

The result would benefit Vietnamese exporters as their counterparts have to suffer from high rates in the US’s preliminary determinations, from 13.25 to 98.44 percent, it added.

The US side has asked the firms to provide more information for assessments before the department announces its final determinations in these cases on or about May 14.

The Trade Remedy Authority of Vietnam, therefore, urged relevant tire producers and exporters to continue their close coordination with the investigation agency./
