Central and Central Highlands key economic region: Removing bottlenecks in socio-economic development

(CPV) – Provinces and cities in the Central and Central Highlands key economic region need to be determined in removing barriers and bottlenecks in socio-economic development; creating a favorable investment and business climate to boost private economic development and attract foreign investment flows in the world.

The Government office has announced the Conclusion of Prime Minister Nguyen Xuan Phuc at a conference with leaders of provinces and cities of the key economic region of the Central Region and Central Highlands.

Aiming to achieve high socio-economic development results in 2020 and create favorable conditions for the key economic region, Phu Yen, Khanh Hoa provinces and the Central Highlands should promote their potential and benefits to develop sustainably.

In the context of many difficulties and challenges, with the COVID-19 epidemic still unpredictable, the provinces and cities should build action programs and specific, practical and effective implementation roadmap with breakthrough solutions to achieve the highest socio-economic targets in the second half of the year. Specifically, economic growth of the Central Region and Central Highlands in 2020 shall not be lower than the national economic growth rate.

Before the complicated situation of epidemic in Da Nang, localities were asked to continue performing synchronous and drastic tasks and measures to prevent and control COVID-19. Da Nang alone must implement social distancing with strong measures to stop the epidemic and must consider epidemic fighting as the most important priority and urgent mission. 

Localities should take advantage of new-generation trade agreements such as the EU – Vietnam Free Trade Agreement (EVFTA) and the EU - Vietnam Investment Protection Agreement (EVIPA) to bring key products into the global value chain. They should develop a modern management model, economic model in association with electronic authorities and smart urban centers; and take the lead in digital economy and night economy. 

The Government and Prime Minister committed to accompany provinces and cities of the Central key economic region; Phu Yen, Khanh Hoa and the Central Highlands to overcome the difficulties and challenges; ensuing macro-economic stability, promptly amending and perfecting mechanisms, policies and laws that hinder the development of the localities. 

Ensuring 100% of public investment disbursement in 2020 

The Government leader assigned the Ministry of Planning and Investment to host and coordinate with the Ministry of Finance and some ministries and relevant branches to inspect and supervise the implementation of public investment plan of each locality and timely handle difficulties, problems and arising; ensuring 100% of public investment disbursement in 2020.

Scheme on regional connection will be studied and developed to promote linkages in essence between provinces and cities in economic and tourism development; common infrastructure investment; avoiding overlap and competition in the region. 

A coordination mechanism will be built for the Central key economic region in order to avoid administrative boundaries and a new coordination mechanism on some important areas will also be built to help the region to divide investment and production clearly. 

The Ministry of Planning and Investment will associate with ministries and related agencies and the Khanh Hoa provincial People’s Committee to submit to the Prime Minister for consideration and decision of adding Van Phong Economic Zone to the group of coastal economic zones given investment priority.  

Proposing detailed scheme on key transport infrastructure connection 

The Government leader assigned the State Bank of Vietnam to study and propose solutions for loans for PPP projects in the transport sector and other important and urgent infrastructure projects. The Ministry of Natural Resources and Environment was entrusted to guide localities in the region to check and adjust land use planning; especially forest land in the Central Highlands, in accordance with the actual needs of the locality and region. 

The Ministry of Transport will study and promptly propose making a detailed scheme on pervasive transport infrastructure connection; linking industrial parks, export processing zones, seaports and international transport corridors together. 

The Ministry of Information and Communications was assigned to be responsible for developing modern digital infrastructure, prioritizing 5G infrastructure in hi-tech and concentrated information technology zones. 

Provinces and cities continue effectively carrying out missions and solutions set in Resolutions of the Party Central Committee, National Assembly and Government, especially Resolutions 01/NQ-CP, 02/NQ-CP, 42/NQ-CP, 84/NQ-CP,  and 15/2020/QD-TTg; Directive 11/CT-TTg and other documents. 

From August 15th, 2020; a number of provisions of the Law amending and supplementing some articles of the Construction Law will be applied. Localities were asked to strictly and effectively follow and carry out Resolution 108/NQ-CP on tasks and solutions to remove difficulties and obstacles during the implementation of Decree 68/2019/ND-CP./.
