The proactive implementation of social policy credit activities has contributed to overcoming the consequences of the COVID-19 epidemic, resuming socio-economic development in the Mekong Delta province of Ca Mau.

The Ca Mau Party Committee’s Standing Board has paid attention to directing district party committees, city party committees and other party committees; departments, branches, Fatherland Front and socio-political organizations to focus on leading the implementation of Conclusion 06-KL/TW on continuing to realize Directive 40-CT/TW of the Secretariat of the Party Central Committee on strengthening the Party leadership on social policy credit.

Accordingly, the Standing Board requested all levels and branches to thoroughly grasp and seriously implement Conclusion 06-KL/TW; raise awareness of Party executive committees, authorities, Fatherland Front, organizations, officials, party members, union members, members and people in the province about the position and role of social policy credit.

The provincial Party Committee also focuses on directing the development and integration of models, programs and projects for socio-economic development and sustainable poverty reduction with the use of social policy credit capital; balance and prioritize allocation of part of the local budget to supplement capital sources for the poor and other policy beneficiaries eligible to borrow social policy credits; and to concentrate social policy credit sources originating from the state budget, charitable capital and other lawful capital sources into the Vietnam Bank for Social Policies (VBSP).

The Standing Board suggested that the district and city party committees strengthen the direction of the People’s Committees of the districts and cities to continue to spend part of the annual budget to supplement loans for poor households and other policy beneficiaries in the locality and promote agriculture, forestry, fishery and vocational training activities for poor households and other policy beneficiaries. 

Branches of VBSP in the province and districts continue to effectively implement the organizational model and method of specific management for social policy credit; apply information technology, modernize banking; improve governance capacity and internal inspection and control; and strengthen inspection and supervision over social polity credit activities.

Recently, the complicated development of the COVID-19 epidemic has seriously affected activities and production of many businesses in Ca Mau. Facing this situation, the provincial VBSP’s branch promptly implemented the lending policy in accordance with the Government’s Resolution 68/NQ-CP. Notably, the bank loaned to pay wages for job stoppage and production recovery.

Specifically, the employer is entitled to a loan with an interest rate of 0%, without having to secure the loan, to pay the salary for job stoppage and production recovery.

The maximum loan term is less than 12 months with the total capital for this support package being 7.5 trillion VND.
