The Steering Committee is chaired by Chairman of the Ho Chi Minh City People’s Committee Phan Van Mai. The deputy heads include: Deputy Chairman of the City People’s Committee Le Hoa Binh as Standing Deputy Head; and Deputy Chairpersons of the City People’s Committee Phan Thi Thang, Vo Van Hoan, Duong Anh Duc and Ngo Minh Chau.

The COVID-19 prevention and control working group, led by Deputy Chairman of the City People’s Committee Duong Anh Duc, is responsible for preparing content, scenarios and solutions for COVID-19 prevention and control in the city from September 15 to December 31, 2021, and from 2022 to the following years.
The social security working group, led by Deputy Chairman of the City People’s Committee Vo Van Hoan, prepares content and solutions on social security work for those affected by the COVID-19 epidemic in different periods.
The economic recovery working group, led by Vice Chairwoman of the People's Committee of Ho Chi Minh City Phan Thi Thang, is responsible for preparing contents and solutions for economic recovery in Ho Chi Minh City in stages.
The working group to promote investment projects, led by Vice Chairman of the City People’s Committee Le Hoa Binh, is responsible for making detailed disbursement plans for each public investment project, especially key projects and projects with large investment capital. It is responsible for inter-sectoral coordination to solve important tasks related to removing difficulties for enterprises when performing investment projects in the hub./.
