Southern city to resume economy on safety principle

Ho Chi Minh (HCM) City is planning to resume the economy based on the principle of safety and flexibility in accordance with the results of the COVID-19 epidemic prevention and control, gradually adapting to the epidemic to move towards reopening all production and business activities from January 15, 2022.

Currently, many businesses in the city are also gradually expanding their production and business scale after a long time of shrinking to prevent and control the epidemic.

Resuming production and business step by step

According to the Ho Chi Minh City Export Processing and Industrial Zones Authority (HEPZA), from September 16 to 30, businesses in the Tan Thuan Export Processing Zone in District 7 can apply 1 of 3 production methods: “4 green” (green workers, green roads, green production sites and green production areas); “3 on the spot” (working on the spot, eating on the spot and staying on the spot) or a combination of the “4 green” and “3 on the spot”.

A representative of HEPZA said that the above plan was implemented after District 7 and Cu Chi district basically controlled the COVID-19 epidemic. As the pilot plan ends, HEPZA will coordinate with local authorities to consider and expand the pilot scope of appropriate production methods.

General Director of Binh Tay Food Joint Stock Company (based in Tan Thuan Export Processing Zone) Le Thi Giau shared: “Our company is monitoring the city’s decisions on the schedule of reopening economic activities to prepare plans to increase the number of employees and expand production scale.”

Chairman of the Board of Directors of HPT Information Technology Services Joint Stock Company in Thu Duc City Ngo Vi Dong informed that, aiming to prepare for the recovery period, the company is transitioning to the state of “living with COVID-19” by strengthening medical resources at the spot.

Opening based on safety principle

According to the HCM City Business Association (HUBA), the city’s economic recovery plan has received many suggestions of the business community and they hope the plan will support remanufacturing and trading activities.

The City People’s Committee informed that the economic recovery process requires huge resources, estimated at about 8 billion USD, and takes from 6 to 9 months. Therefore, the People’s Committee has proposed the Ministry of Planning and Investment advise the Government to soon approve the project of adjusting the budget for the city at 23% so that the city has more resources to recover quickly and contribute more to the central budget.

As scheduled, the economic recovery will be divided into three phases: the first from October 1 to 31; the second from November 1 to January 15, 2022; and the third after January 15, 2022. From the third phase, the city will reopen all economic activities.

Vice Chairman of the City People’s Committee Vo Van Hoan said that the hub determined the principle of safe opening step by step, towards reopening all production, business activities and livelihood of local people on the basic of the principle of ensuring safety. The process of economic recovery will gradually adapt to the epidemic with the message of “living well in an epidemic environment”./.
