The plan aims to further improve the quality and effectiveness of Vietnam's foreign cultural work, in order to comprehensively develop the Vietnamese culture and people, make culture a factor promoting the desire to boost prosperous and sustainable development, enhancing exchanges, understanding and friendship between the people of Vietnam and the peoples of other countries, and making important contributions in heightening Vietnam's position and prestige in the international arena.
To achieve this goal, the Plan sets out key groups of tasks, including: focusing on implementing foreign cultural activities to serve foreign programs chaired by the Party and State leaders; promoting the development of cultural industries in Vietnam; developing digital culture, focusing on the application of science and technology, and achievements of the Fourth Industrial Revolution in the field of culture; and promoting the implementation of external cultural activities after the COVID-19 pandemic is repelled.
The nation also targets to strengthen the conservation, preservation and promotion of Vietnamese cultural and human values, promote the national image abroad in various forms and modes, enhance the presence of Vietnam at prestigious regional and international events such as international art and culture festivals, EXPO world exhibitions, Olympic Games, regional, continental and international sporting events, international travel fairs and international book fairs.
It will also continue to research, select, invest, and build Vietnamese Cultural Centers in important areas such as in China, Japan, the Republic of Korea, Russia and a number of other key areas; further improve the operational efficiency of the Vietnamese Cultural Center in Laos; upgrade the activities of the Vietnam Cultural Center in France in the European area; and link foreign cultural work with overseas Vietnamese community work.
Additionally, Vietnam actively deploys cultural activities at the national level in the land border area between Vietnam and neighboring countries through cultural exchange programs, sports and tourism; and further promote the role of foreign cultural work at important multilateral mechanisms and forums such as UNESCO, ASEAN, ASEM and IFACCA.
It will active absorb and selectively introduce the quintessence of human culture; host and organize prestigious international events; and develop quality festivals, and cultural - art events in Vietnam./.
