Hanoi helps the poor to participate in voluntary social insurance

(CPV) - The Hanoi City People's Council has just approved a resolution stipulating a number of contents and expenditure levels under the competence of the City Council, including additional support for participants of voluntary social insurance in the city in the period of 2022-2025.

This support policy is expected to be an important motivation for Hanoi to fulfill the development target of voluntary social insurance as assigned under Resolution 28-NQ/TW 23.5.2018 of the 12th Party Central Committee on reforming social insurance policy and Program 08-CTr/TU dated March 17, 2021 of the Hanoi City Party Committee on the development of the social security system, improving social welfare and quality of life of the people in the capital for the period 2021-2025.
Striving to 2025, the number of people participating in voluntary social insurance will reach over 3% of the labor force in the respective age group of 150,000 and by 2030, the number of people participating in voluntary social insurance will reach 10% of the labor force in the age group, equivalent to 510,000 people.
Resolution of the People's Council of Hanoi clearly states: Participants of voluntary social insurance are supported with a percentage (%) of the monthly voluntary social insurance payment according to the poverty line of rural areas from time to time rescribed by the Prime Minister. Specifically, support an additional 30% of voluntary social insurance contributions for poor households; 25% for people from near-poor households and 10% for other groups.
Thus, the total support level of the State and the city budget for participants of voluntary social insurance is that people from poor households are supported 60%; people from near-poor households will receive 50% support, other groups will receive 20% support. Equivalent to the lowest voluntary social insurance contributionrate for poor households is 132,000 VND/month, near-poor households are 165,000 VND/month, and other people are 264,000 VND/month.
Funding for the implementation is deducted from the budget of the districts and town. Particularly in 2022, for districts and towns in difficulty that have not balanced their budgets, the People's Committees of districts and town will synthesize support funds and send them to the Hanoi Social Security to synthesize and coordinate with the Hanoi City Department of Finance to advise the City People's Committee to provide additional funding for districts and towns to implement policies./.
