Introducing the Legislative Council of St. Petersburg, Mr. Nikolai Bondarenko said that the Council has 50 delegates to deal with issues of life. Over the past time, the Council has operated very effectively, promulgating more than 150 different legal documents, most of which are changes and adjustments to already issued laws that are no longer appropriate.

Mr. Nikolai Bondarenko suggested that the two sides' councils have a memorandum of understanding on cooperation in a number of areas, in which delegates regularly exchange to share experiences and policy making in the field of urban construction, culture and education. St. Petersburg has great scientific potential with many famous training schools, so it wants to discuss with Hanoi about training policy and the exchange of students.

Standing Vice Chairwoman of the City People's Council Phung Thi Hong Ha emphasized that the relationship between Vietnam and the Russian Federation is a relationship between faithful friends, and the two countries are special traditional partners of each other. “The visit to Vietnam of the Vice Chairman of the Legislative Council of St. Petersburg will contribute to the common achievement of the bilateral relations of the two countries,” she said.

According to Ms Ha, the Hanoi People's Council has 95 delegates, deciding on major and important issues of the city in socio-economic development, security and defense organization and local government organization. In addition to promulgating policies, the Hanoi People’s Council also performs well its role of supervising the implementation of issued policies for local state management agencies.

She added that she supported the proposal of the Vice Chairman of the St. Petersburg’s Legislative Council on the establishment of cooperative relations between the two Council agencies of the two cities. “The signing of the Memorandum of Understanding will open a new page for the Hanoi - St. Petersburg in general, and between the Hanoi People's Council and the St. Petersburg’s Legislative Council in particular,” she said./.
