According to Mr. Nguyen Gia Liem, Deputy Head of the Overseas Labourers Management Department under the Ministry of Labour, Invalids and Social Affairs, the RoK is one of key labour markets, attracting Vietnamese labourers with high income, low immigration fee and good working environment.

He said that labour export is mainly under the EPS program. This is the main channel for sending workers to the RoK. Since 2004, more than 100,000 Vietnamese workers have come to work in the RoK and there are currently nearly 28,000 employees working (visa E9) in the country under this program. Employees have an average income of ,USD1500-2,000 per month and are entitled to benefits and insurance regimes according to regulations for foreign workers in the RoK and under the bilateral agreement on social insurance between the two countries signed in December 2021.

Next is technical workers, (visa E7) to work under individual contracts signed directly with Korean enterprises or through labour supply contracts signed between Vietnamese enterprises and Korean partners. These workers reside and work long-term in the RoK (over 5 years) with a salary of USD2,000-2,500 per month. Currently, there are about 3,535 technical workers working in the RoK, mainly in the fields of electronics, information technology, welding, mechanics, and machine operation.

Thirdly, employees work as crew members on inshore fishing vessels and offshore fishing vessels according to crew supply contracts signed between Vietnamese enterprises and Korean ship owners. Currently, there are nearly 10,000 Vietnamese crew members working in the RoK with wages on offshore fishing vessels ranging from USD450-550 per month and inshore fishing vessels being USD1400  per month.

In addition, since 2016, the Ministry of Labour, Invalids and Social Affairs has proposed the Government allow the pilot implementation of sending workers to work seasonally in the RoK in the form of cooperation between localities of the country, creating favourable conditions for Vietnamese farmers to come to the RoK to work to learn techniques and experience in farming, harvesting, preserving and distributing agricultural products. Currently, 9 localities including Da Nang, Dong Thap, Ha Tinh, Hau Giang, Thai Binh, Thua Thien Hue, Ha Nam, Ca Mau and Quang Binh have signed agreements with the RoK and sent nearly 1,000 workers to 17 provinces./.
