The northern mountainous province of Lang Son, which has 83.16 percent of its population being ethnic minority people, has been implementing a series of measures to improve the spiritual and material life of ethnic communities.

In recent years, the province has recorded stable socio-economic development, with improved socio-economic infrastructure and prominent achievements in new-style rural area construction.

However, ethnic minority areas still face difficulties and limitations such as unsustainable economic development and slow economic restructuring. Meanwhile, socio-economic infrastructure facilities are yet to meet requirements, and the mobilization and use of investment resources have not met actual needs.

Reasons behind the above-mentioned limitations is psychology of a number of ethnic minority households, who are overdependent on Government support and have no motivation to rise above poverty.

Additionally, ethnic minority people lack the ability to master scientific and technical progress, the implementation of ethnic policies has been not effective, and a number of cadres in the grassroots political system have limited capacity.

The provincial Party Committee on November 29, 2021 adopted a resolution on ethnic affairs and the implementation of the Master Plan on Socio-Economic Development of the Ethnic Minorities and Mountainous Areas in Lang Son in the 2021-2030 period, which  sets the goal of reducing the poverty rate by an average of 3 percent per year or more, and increase per capita income to between 2,900 to 3,000 USD per year by 2025.

To that end, the provincial authorities will pay attention to promoting communication activities to popularize the Party’s guidelines, policies and laws of the State and the province on ethnic affairs.

The locality will also work to mobilise all possible resources and effectively use them for developing socio-economic infrastructure in ethnic minority areas, promote agro-forestry, services and tourism development and restructuring of crops and livestock, and implement the Master Plan for Ethnic Minorities and Mountainous Areas Socio-economic Development in 2021 – 2030./.
