In the period 2017-2020, Quang Ninh Province developed Project 196 to mobilize the participation of the whole political system, using nearly VND1.8 trillion. Not only creating significant changes in infrastructure in rural, mountainous, border areas and extremely difficult areas, models and projects to support production development have helped poor households and near-poor households gradually change their production methods towards commodities, raising incomes and reducing poverty sustainably. By the end of 2019, 100% of communes and villages with special difficulties in Quang Ninh province were recognized as meeting the criteria for completing Program 135 one year before the set schedule.

From now until the end of 2025, Quang Ninh will spend at least VND4 trillion from the budget, combined with other legally mobilized resources to implement this master program. The goal is that by 2025, per capita income in ethnic minority, mountainous, border and island areas will increase at least 2 times compared to 2020.

By the end of 2022, Quang Ninh expects to no longer have villages and hamlets living in extremely difficult circumstances. There will be more than 162,000 ethnic minority people from poor and near-poor households living in communes, villages and hamlets in ethnic minority areas, mountainous areas, border areas and islands; businesses, cooperatives and investment organizations in the area are entitled to support policies./.
