In July 2023, the Department of Overseas Labourer Management under the Ministry of Labour, Invalids and Social Affairs and Wakayama Prefecture signed a Memorandum of Understanding on basic legal framework cooperation on sending Vietnamese labourers to work in Japan.

Currently, due to a shortage of human resources, Wakayama Prefecture has a policy of promoting the training and admission of Vietnamese interns, special-skill workers and engineers to practice and work in Japan. Through the Framework Memorandum of Understanding on labour cooperation between the two sides, Vietnamese employees can practice and work within the framework of Vietnamese and Japanese laws, promote each side's strengths, and benefit from each other's cooperation.

The Wakayama Prefectural government will facilitate the development of support and care mechanisms for Vietnamese labourers to practice and work in the prefecture. The Ministry of Labour, Invalids and Social Affairs will create communication channels to grasp the situation and cooperate to solve arising problems, protect the legitimate rights and interests of Vietnamese labourers.

Also in July 2023, JHL Vietnam Group and Nozomi Joint Stock Company (Japan) signed a contract to deploy the Japanese Standard Healthcare E-Learning Training Program in Vietnam with the participation of leaders of the Department of Overseas Labour Management, General Department of Vocational Education and Training, representatives of the Japanese Embassy in Vietnam, the Japan International Cooperation Agency (JICA), leaders of the Departments of Labour, Invalids and Social Affairs of Thanh Hoa and Tuyen Quang provinces, Thai Binh Medical Colleges and Vietnam College of Medicine and Pharmacy Technology.

The signing ceremony marked the introduction of a training program for personnel specializing in caring for the elderly according to Japanese standards to colleges and vocational secondary schools in Vietnam, employing E-learning to teach medical caregivers, convenient for both studying and practicing, saving time and ensuring the quality of lectures./.
