Identifying advantages on its own, the agricultural sector of Dien Bien province has actively implemented the One Commune One Product Program (OCOP) and considers it an important solution in implementing agricultural development, as well as provincial socio-economic development.
With many typical agricultural products that have built brands along with potential and advantages in tourism development, integrating the development of OCOP products associated with tourism activities in Dien Bien is the solution to make the most of investment resources, contributing to enriching the province's tourism program.
The right direction in OCOP product development
In February 2021, Dien Bien provincial People's Committee issued a Decision approving the project "One commune one product" (OCOP) for the period 2021 - 2025, with a vision to 2030. The project aims to bring OCOP program into the province's key economic program; develop agricultural and non-agricultural products and services in rural areas; contributing to promoting the traditional strengths of localities and people's creativity to create good quality products and goods that meet prescribed standards; develop the province's service and trade system; Form key product value chains and key products to reach domestic and foreign markets; Gradually improve the material and spiritual lives of people, especially people in rural areas; Implement the Project, with many synchronous solutions, the development of OCOP products has achieved positive results.
Sectors and localities in the province have focused on improving the quality of key agricultural products associated with local strengths. The OCOP program has initially created a pervasive influence, attracting participation and promoting the role of economic entities in upgrading and perfecting products according to market needs and restructuring economic organizations towards link. The products have many clear positive changes in quality, label packaging, traceability, some products have raw material areas supported with VietGAP certification, organic certification and subjects achieving the requirements of advanced management certification such as HACCP, GMP FOOD certification.
So far, 72 products in Dien Bien province have been certified as OCOP products at the provincial level; Of which, there are two 4-star OCOP products, 64 3-star OCOP products and six products that have been submitted to the Provincial Council for evaluation and rating of 4-star OCOP products in 2023.
The implementation of the OCOP program has breathed new life into the rural economic sector, transforming production towards increasing scale associated with the value chain, increasing income for rural people. Dien Bien OCOP products created from OCOP Program have differences with their own characteristics, associated with traditions, culture, and natural conditions in each locality. Up to now, many OCOP products of Dien Bien province have not only developed strongly locally but also reached markets outside the province such as Lo Duyen dried buffalo meat, Chung Phuoc kitchen buffalo meat, red brown rice vermicelli,Tam Thien upland sticky rice, Ha Chung coffee. This has confirmed the right direction of Dien Bien province in developing OCOP products.
Promote consumption of OCOP products associated with tourism development
With great potential and advantages, Dien Bien has become an attractive tourist destination of the Northwest region and the whole country; is a place to educate revolutionary traditions for the young generation. In 2023, for the first time, Dien Bien province reached the milestone of welcoming one million visitors, an increase of nearly 25% compared to the same period in 2022, reaching 107% of the year plan. In the first six months of 2024, the number of tourists coming to Dien Bien reached nearly 1.37 million (5.3% exceeding the plan, an increase of 2.18 times over the same period in 2023), including international visitors reached 6,843 visits (reaching 3.1% of the plan, an increase of 1.41 times over the same period in 2023); Total revenue from tourism activities is estimated at 2,474.1 billion VND (12.5% higher than plan, up 2.25 times over the same period in 2023); The average number of days of stay is three days per guest. This is considered a great opportunity for Dien Bien's OCOP products to reach domestic and foreign consumers faster.
In fact, in recent times, Dien Bien province has paid attention and focused on introducing and promoting OCOP products associated with tourism activities. In November 2023, the Trade Promotion Center of Dien Bien province opened and put into operation “Place to introduce and sell OCOP products, typical rural industrial products".

During the National Tourism Year - Dien Bien and Ban Flower Festival in 2024 and activities commemorating the 70th anniversary of the historic victory of Dien Bien Phu, OCOP products, agricultural products and traditional craft villages have been displayed and introduced. On this occasion, visitors can also enjoy the province's specialties through booths promoting and introducing local OCOP products.
A booth to display and introduce OCOP products attracts a large number of people and tourists. The representative of Dien Bien Dong district said that in recent times, the district has conducteded trade promotion for OCOP products that have been recognized by the province to develop and expand product markets. Participating in activities such as the Highland Cultural Space organized by the province is an opportunity for local businesses to reach more tourists, while also opening up opportunities for business cooperation and connection with partners inside and outside the province.
Visiting the historical relic site of the Dien Bien Phu Campaign Command in Muong Phang, during the historic days of May, Ms. Pham Thi Hoa, from Ninh Binh, was surprised and interested when she could find and buy typical local products, including OCOP products such as dried buffalo meat; crafts; rattan; coffee, rice and tea. She said: "Dien Bien is not only famous for the victory of Dien Bien Phu but also has many typical products that attract tourists. Being able to easily access and experience quality, reputable products right at tourist destinations has helped me have more choices and be more convenient in arranging my travel itinerary. I will definitely continue to shop to support Dien Bien's OCOP products."
Reality shows that integrating the development of OCOP products associated with tourism will make the most of investment resources, contributing to enriching tourism programs, attracting tourists and vice versa. From there, it helps enhance OCOP products, promote the image of local tourism, increase people's income, and aim to develop tourism and sustainable rural development. Currently, in Dien Bien province there are over 400 craft village products including many different types such as brocade, rattan, handicrafts and local wine, promoting product development.
