Dien Bien strives for economic growth rate of 10.5% in 2024

(CPV) - In the last six months of 2024, Dien Bien will drastically implement solutions to ensure local budget revenue; effectively implement the scenario plan of economic growth in the last six months of 2024, striving for an economic growth rate of at least 10.5% in 2024.

The information was presented at the 20th meeting of the Executive Board of the 14th Dien Bien Provincial Party Committee held on July 5. 

Speaking at the meeting, Secretary of the Dien Bien Provincial Party Committee Tran Quoc Cuong emphasized a number of key issues for the Provincial Party Committee to focus on discussing and deciding, such as: the implementation of tasks in the first six months of 2024, key tasks in the last six months of the year; results of organizing activities to celebrate the 70th anniversary of Dien Bien Phu Victory; amending and supplementing the working regulations of the Executive Board of the Provincial Party Committee.

According to the meeting, in the first six months of 2024, Dien Bien focused on successfully and safely organizing many important political activities and events of the country and the province, especially the series of activities to celebrate the 70th anniversary of Dien Bien Phu Victory, the 115th anniversary of the province's establishment, and the National Tourism Year - Dien Bien 2024.

The province has achieved a number of important and comprehensive results in the fields of socio-economics, ensuring national defense, security, Party building and political system. Over 5,000 houses for poor households have been completed under the Project 09, along with social security policies implemented effectively, which are the basis for people to feel secure in working, producing, stabilizing their lives, and escaping poverty sustainably.

However, in addition to opportunities and advantages, there are also difficulties such as: revenue from land auctions is facing many difficulties, affecting the mobilization of resources for investment in building socio-economic infrastructure and urban development projects. The global goods supply chain is disrupted, the gold market, prices of raw materials, fuels, construction materials, and agricultural supplies fluctuate strongly; climate change, hot weather, drought, and heavy rains occur abnormally in some localities, greatly affecting production, business activities and people's lives, leading to socio-economic performance lower than the set plan.

Based on the actual situation, the delegates gave many opinions, focusing on the shortcomings and limitations in the locality in implementing the tasks of socio-economic development, ensuring national defense and security in the first six months of the year and proposing solutions to implement the tasks in the last six months of the year.

Some said that it is necessary to attach the responsibility of cadres, party members, especially members of the Executive Board of the District Party Committee, to production models at the grassroots level for effective direction, management and implementation. At the same time, it needs to focus on developing models of key agricultural crop production in each locality; forming specialized areas and concentrated raw material areas.

Regarding tourism development, some suggested that the province should pay attention to key investments in Dien Bien Phu city in terms of environmental landscape and urban development; it is necessary to consider recognizing tourist spots in districts; have a mechanism to support the community tourism development. The districts must closely follow the Resolution of the Provincial Party Committee; projects and plans for tourism development of the province for implementation in the locality.

In addition, leaders of some departments and sectors requested districts to speed up the implementation of the master plan; soon complete investment procedures for projects, to speed up the implementation progress, increase the disbursement rate of public investment capital; have solutions to completely resolve problems in site clearance to implement projects, avoiding capital loss. For non-budget projects, districts need to closely coordinate with investors in implementation.

Concluding the conference, Mr. Mua A Son, Standing Deputy Secretary of Dien Bien Provincial Party Committee, requested that in the last six months of 2024, the authorities at all levels and sectors must focus on overcoming limitations and weaknesses in performing socio-economic development tasks, especially implementing medium-term investment projects from central and local capital sources, projects from non-state capital sources.

Build a progress for effective implementation of the economic growth scenario for the last six months of 2024, striving for an economic growth rate of at least 10.5% in 2024. Resolutely implement solutions to ensure local budget revenue; organize and manage budget expenditures strictly, economically, in accordance with regulations, avoiding waste, and improve budget usage efficiency. Focus on accelerating the disbursement of public investment capital, especially capital for national target programs. Party committees, authorities at all levels, sectors, and armed forces continue to perform well the tasks of national defense and security, strengthen foreign affairs activities, maintain political stability, and national border sovereignty.

Regarding the work of Party building and the political system, it continues to focus on implementing the project on developing Party organizations and Party members; strive to complete the arrangement of administrative units; continues to strictly implement the process of personnel work; thoroughly grasp and implement Directive No. 35-CT/TW on June 14, 2024 of the Politburo on Party congresses at all levels towards the 14th National Party Congress; effectively implementing the internal affairs, anti-corruption and mass mobilization programs in 2024./.
