Simultaneously, efforts will be made to comprehensively enhance the quality of cultural life and cultural environment in the city. The city aims to strengthen patriotic emulation movements and the campaign "All People Unite to Build a Cultural Life," improve cultural life, and boost sports and physical activities among civil servants, public employees and workers across agencies, organizations and enterprises during 2021–2026.

The General Sciences Library will be developed into a smart, modern library with a rich and diverse digitized information resource. A digital library serving the community will also be established. A centralized database system for the public library network will be built, enabling interconnectivity between libraries through online platforms, providing citizens quick and convenient access to information and knowledge. Efforts will be made to enhance the capacity of community libraries and develop a mobile digital library service model.

Moreover, the city will draft the "Comprehensive Development Plan for Cultural and Sports Facilities at the Grassroots Level in Ho Chi Minh City to 2035." Legal prerequisites will be fully addressed to ensure conditions for the commencement of key projects in the cultural and arts sector during 2021–2025.

Furthermore, Ho Chi Minh City seeks to create harmonious public cultural spaces that align with urban planning and meet the community’s social needs. Efforts will be made to advance the city’s fine arts scene, leading in the adoption of digital and modern technologies in both creating and popularizing fine arts works. New models integrating fine arts with urban landscapes will be developed, such as artistic streets, modern fine arts spaces and fine arts markets. Specialized modern fine arts facilities will be established, including upgrading and constructing a Fine Arts Museum and implementing systems for displaying fine arts in rural and suburban areas. Activities will be directed towards building an artistic image bank featuring collections that depict Vietnam’s and Ho Chi Minh City's culture, people and landscapes. Additionally, investments will be encouraged to develop modern cinema centers. Emphasis will be placed on improving the quality and quantity of Vietnamese films, exploring solutions to increase the screening proportion of Vietnamese films in cinemas and other formats. Existing cinemas, especially those in disrepair or inadequate for the city's growing film industry, will be reviewed and upgraded. The city will finalize the "Outdoor Advertising Planning in Ho Chi Minh City to 2030" project. Gradual implementation of digital advertising and new technologies in advertising activities will be encouraged, with pilot projects for prominent public advertising zones serving as landmarks./.
