The V. I. Lenin monument located in Vinh city, Nghe An province represents the affection and attachment between the people of Nghe An, Vietnam and Ulyanovsk province, Russian Federation.

On April 16, the Nghe An Provincial People's Committee and the authority of Ulyanovsk province (Russian Federation) held the inauguration ceremony of the Lenin monument on the occasion of the 154th anniversary of his birthday (April 22).
The 3.6 meter high bronze statue weighing 4.5 tons is placed on a 3 meter high steel pedestal at the roundabout intersection between Lenin Avenue and Nguyen Phong Sac Street in Vinh City.
The front of the statue's pedestal is engraved with the words "V. I. LENIN, 1870-1924", the back is engraved with the words "Symbol of Vietnam - Russia friendship" in 2 languages.
All costs for casting and transporting the statue from Russia to Vietnam were sponsored by Ulyanovsk province.
Speaking at the ceremony, Mr. Bui Dinh Long, Vice Chairman of Nghe An Provincial People's Committee, said that the Lenin statue is a cultural and artistic symbol, expressing the attachment of the people of Nghe An and Ulyanovsk provinces. The project helps create more beautiful space and is a highlight for the urban appearance of the central area of Vinh City.
In June 2017, the monument to President Ho Chi Minh was inaugurated in Ulyanovsk city, Ulyanovsk province.
This is a project of great significance, expressing the feelings of the people of the two localities and the Vietnamese community living in Ulyanovsk towards Uncle Ho.
Ulyanovsk City also changed the name of High School 76 to Ho Chi Minh High School. In this school, there is a souvenir room displaying and introducing the background and career of President Ho Chi Minh, and introducing the image of the country and people of Vietnam./.
