Vietnam, Japan strengthen cooperation in transportation infrastructure development

On September 5, Deputy Minister of Transport Nguyen Xuan Sang met and worked with Deputy Minister of Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT) Doko Shigeru to promote bilateral cooperation.

Expressing his gratitude to Deputy Minister Nguyen Xuan Sang for taking the time to meet with the delegation, Deputy Minister Doko Shigeru expressed his pleasure at the growing cooperation between Vietnam and Japan in the field of construction, especially with the vibrant implementation of transportation projects. He said that Japanese technology has been making positive contributions to Vietnam’s socio-economic development.

In the specific area of port infrastructure, both sides have engaged in extensive cooperation. Notably, Japan has supported Vietnam in developing a technical standard system for ports, and Japanese enterprises have invested in operating terminals 1 and 2 at Lach Huyen International Gateway Port (Hai Phong City).

Regarding the potential for further cooperation in the port sector, Deputy Minister Nguyen Xuan Sang stated that the Vietnamese government has approved the master plan for the country’s port system until 2030, with a vision to 2050, which includes many key breakthroughs.

The Deputy Minister emphasized that the government and the Ministry of Transport look forward to continued support and facilitation from MLIT, as well as investment from Japanese enterprises in Vietnam’s transportation sector. Beyond financial and technological support, the Ministry of Transport also hopes to receive assistance in research and human resource training from MLIT.

During the meeting, the two Deputy Ministers witnessed the signing of a Memorandum of Understanding on cooperation in the development of port infrastructure standards in Vietnam between the Institute of Transport Science and Technology (Ministry of Transport) and the Port Bureau of MLIT. This is a significant memorandum, continuing MLIT’s support for developing Vietnam’s port infrastructure standards which began in  2010.

Mr. Tran Bao Ngoc, Director of the Institute of Transport Science and Technology, noted that in recent years, the institute has collaborated with Japan’s National Institute for Land and Infrastructure Management (NILIM) and the Port and Harbor Bureau (PHB) to develop and submit 10 technical standards for ports to the relevant authorities in Vietnam. These standards have made substantial contributions to the development of Vietnam’s port system./.
