According to Quang Ninh Provincial Department of Culture and Sports, the province currently has 613 historical and cultural and scenic relics, including five special national relics, 54 national relics, 83 provincial relics and nearly 500 inventory and classified relics. To manage the above relic system, the province has issued regulations on decentralized management of historical and cultural relics. This will contribute to strengthening the responsibilities of each level, branch and unit; clearly distinguishing the role of state management and direct management.
The localities have paid attention to organize research projects to collect and restore the festival on the basis of documents and people’s stories. The projects and scientific research topics for different types of festivals have met cultural needs of the people and attracted the participation of all classes of people. These include the collection and restoration of the San Diu ethnic festival in Van Don district, and the San Chay ethnic festival in Tien Yen district.
The province is also interested in promoting the value of intangible cultural heritages with 361 relics. Since 2015, four intangible cultural heritages in the province have been added to the list of national cultural heritages. Many programmes and projects related to intangible cultural heritages such as Luc Na Temple festival and Dao ethnic singing have been conducted.
In addition, cultural and artistic activities at clubs in some localities are maintained and developed for the enjoyment of the people, such as Dao singing club in Ha Long city, Then singing of Tay ethnic group in Binh Lieu district, and singing in Quang Yen town.
The cultural sector has coordinated with schools and organizations to meet artisans to preserve all types of folk cultures; and to create a solid foundation for activities of preserving values and bringing intangible cultural heritage into daily life.
Identifying the intangible cultural heritage system is one of the important resources to support and develop the tourism industry, creating sustainable development. Many localities and businesses focus on investing in service infrastructure to attract tourists, contributing to further preserving and promoting the value of cultural heritages./.
