On July 8th, the eighth session of the 13th provincial People’s Council (term 2016-2021) convened in Ha Long.

In his speech, Mr. Nguyen Xuan Ky, Secretary of the Quang Ninh Party Committee and Chairman of the provincial People’s Council, said that in the context of the complicated COVID-19 pandemic, the province’s economy still grows 5.7% in the first half of the year, making it among the localities with the highest economic growth nationwide.

Total state budget collection in Quang Ninh reached VND24.9 billion, 52% of the estimate, a year-on-year rise of 6%. Of this, domestic collection posted more than VND18 trillion, 49% of the estimate and export and import revenue was estimated at VND6.73 trillion, 61% of the estimate, a year-on-year rise of 22%.

The key industries still maintained steady growth momentum with industrial production index up 7.4% compared to the same period. The locality proactively restructured the tourist market, promoted domestic tourism with strong steps, coordinated with COVID-19 epidemic prevention and control measures, and quickly restored the number of tourists.

Such positive results were attributed to the province’s continued efforts to make the business environment more friendly and transparent.

However, there remain some drawbacks regarding public investment, especially the slow rate of disbursement, which is disproportionate to the revenue.

To address this issue, the provincial government has requested the authorities to resolutely halt slow-growing projects and transfer funds to key infrastructure projects and those which are highly likely to be completed in 2020.

Mr. Nguyen Xuan Ky asked delegates of the provincial People’s Council to raise their responsibility and concentrate their intelligence to carefully study reports, projects and draft resolutions.

During the session, he wishes that voters and people of the whole province would pay attention and contribute their opinions to make the session successful.

The 18th session focuses on deeply assessing socio-economic development tasks, state budget estimates in the first half, clearly analyzing the cause, responsibility of limitations, and consider and decide on the main tasks and solutions to fulfill the targets, goals and tasks of socio-economic development./.
