Northern provincial council officials inspect new rural area building and social welfare programs

On August 26, a delegation from the People’s Council of the northern province of Quang Ninh led by Tran Xuan Cuong, a permanent member of the provincial People’s Council, worked in two communes in Dong Trieu district on the program to build new style rural areas.

According to the district report, after three years of implementing the program, there has been positive changes in the lives of farmers and the rural landscape. At present, per capita income in Binh Khe commune reaches VND26.47 million a year, which is 1.2 times the average income of the province.

In Nguyen Hue commune, 100% of the people have had access to the national power grid, while the community medical network has come to each village.

During the working visit, the delegation from the provincial People’s Committee asked the two communes to improve production land planning, economic restructuring, and wise use of capital in building new style rural areas.

Mr. Tran Xuan Cuong requested the two communes to continue investing in synchronous infrastructure, developing production and increasing people’s living standards. On the same day, another delegation led by Do Vu Chung, member of the provincial Standing Committee, Head of the provincial Department of Mass Mobilization and Head of the Department of Culture and Social Affairs of the provincial People’s Council, worked with Quang Yen town on the implementation of some social policies.

According to a report from Quang Yen town, as of August, the town has over 4,800 social beneficiaries receiving allowances from the budget, including 3,390 elderly people, 87 orphans, 892 disabled people, 271 people contracting mental diseases, and 25 people infected with HIV/AIDS who are not able to work and are from poor families.

Since 2011, the town Bank of Social Policies has granted loans worth VND63.1 billion to over 2,800 poor families, loans worth VND11.5 billion to nearly 1,000 disadvantaged pupils and students, and loans worth VND10 billion to 357 families living near the poverty line.

During the visit, the delegation discussed with authorised representatives from the town how to work out issues on social insurance debt of some enterprises, incorrect granting of medical insurance cards, and loans for job creation./.
