Over the past years, Ha Long city, the northern province of Quang Ninh has considered social welfare work one of its key tasks, contributing to ensuring social stability, gradually increasing people’s living standards, and creating an impetus for sustainable development.
Apart from the State and provincial budget, Ha Long City has been successful in mobilising diverse resources to improve social welfare, ensuring the lives of the poor and disadvantaged in the city.
The most outstanding policy is preferential credit loans, which have helped many poor, near-poor and disadvantaged families in the city develop production, get jobs and escape poverty sustainably.
The city Women’s Union alone, since 2012, it has entrusted VND3 billion to over 300 poor and near-poor families for production. It has also encouraged prosperous members to help poor ones with loans worth hundreds of millions of VND at no interest rate. In addition, it has entrusted over VND10 billion from the Dong A Bank to give loans to 475 poor families.
Meanwhile, other unions have also entrusted the banks to borrow loans for the poor to help them expand production and improve their living standards, while the city Bank for Social Policies has made great efforts in administrative reform to create the best conditions for the poor and disadvantaged to access loans.
The city has also carried out diverse projects on vocational training and job creation for the poor. In 2012, the city created jobs for 5,600 labourers, reducing the unemployment rate by 0.15%. Since the beginning of this year, 5,000 local labourers have been given jobs.
In addition, the policy on assisting revolutionary contributors and social sponsorship has been completed. The city has paid regular allowance to 2,766 people, assisted hundreds of poor and disabled children and orphans with schooling fees, given regular allowance to 3,500 revolutionary contributors, given land use fee exemption or reduction to 32 people and given land to 8 revolutionary contributors.
The city has also earmarked a large amount of money to provide free medical treatment and insurance cards to thousands of poor people, and carry out policies for Agent Orange victims and those who were exposed to toxic chemicals./.
