Quang Ninh provincial leaders work with Ministry of Planning and Investment

On January 24, leaders from the northern province of Quang Ninh worked with the Ministry of Planning and Investment (MPI) on some specific policies and mechanisms for the development of the province.

During the meeting, Quang Ninh provincial leaders delivered a report on the province’s socio-economic development situation in 2013. Accordingly, it gained an economic growth rate of 7.5%, and collected VND34.184 trillion for the budget, making it one of country's leading localities in budget collection.

To successfully realise its socio-economic development in 2014, the province suggested the MPI continue to assist the province in some areas, including carrying out the group of 7 policies based on Conclusion 108 dated 1 October 2012 of the Politburo; supporting the building of the infrastructure for the Van Don economic zone and the high class tourism and service complex; allocating the official development assistance fund to key projects and construction; investing with the Build – Operate – Transfer (BOT) and Build – Transfer (BT) models in airport, tourism port and marina constructions.

The province also urged the MPI to direct authorised agencies to bring the Ha Long – Mong Cai highway project to the joint cooperation program between the Vietnamese and Chinese Governments; and assist the province in proposing specific policies for the Van Don economic zone to submit to the central level.

MPI Minister Bui Quang Vinh said the ministry had drafted a decision on issuing specific policies and mechanism for the development of the province, adding that the draft decision was expected to be submitted to the Prime Minister for approval before March this year.

He agreed with the building of Bach Dang bridge, saying that the project played an important role in promoting regional economic development.

He also supported the priority in ODA funding for the province, firstly for the project on environmental protection in Ha Long city and the one on developing urban areas along corridors of the Mekong River sub-region.

He also assigned MPI agencies to study some other projects, including the casino project at the Van Don economic zone, the project building Van Tien bridge, the building of the infrastructure at Van Don, the infrastructure at Hai Ha seaport industrial zone and some others./.
