The northern province of Quang Ninh is carrying out diverse policies to boost poverty reduction in mountainous, island and ethnic minority-inhabited regions, with an aim to narrow the gap between these regions and others.

Accordingly, the province has focused on providing healthcare, power supply, educational support and legal and loan assistance to the poor.
In the three mountainous districts of Ba Che, Tien Yen and Dam Ha where there remains a high rate of poverty, an improvement of people’s awareness in poverty reduction has been recorded, leading to the success of many diverse economic development models, including the planting of sugarcane and the raising of chicken and bees.
The poverty reduction models were first carried out in extremely disadvantaged communes, which has helped local residents choose plants and animals suitable for their natural conditions.
The models have provided production knowledge and advanced techniques to labourers, assisting them in exploiting the most that the land brings about, thus creating jobs for many labourers, especially poor ones.
By implementing a series of synchronous measures, Quang Ninh province has been listed one of the 10 provinces and cities reporting the lowest poverty rate in the country. On average, each year, the province’s poverty rate was reduced by 1.75%, leading to the poverty rate of 2.42% as of late 2013 across the province. However, the rate still remained high in extremely disadvantaged communes when it stood at nearly 21% as of late 2013.
Vu Van Thong, Vice Director of the provincial Department of Labour, War-Invalids and Social Affairs, confirmed that to make the poverty reduction more sustainable, the province would expand the number of beneficiaries, give production material, loan, healthcare and travel fee support to the poor. He also stressed that the province would allocate one position specialising in poverty reduction./.
