Accordingly, Quang Ninh Maritime Administration has focused on improving the effectiveness of state management; exploiting the national single-window mechanism for maritime administrative procedures on the National Single Window portal of Vietnam Maritime Administration; as well as applying technologies and updating in public procedure sets.

Currently, there are six port clusters in the province, holding over 40% of the total volume of cargo and passengers in Vietnam’s northern part. In order to successfully perform its tasks, Quang Ninh Maritime Administration has been proactively innovating to adapt and catch up with the development trend.
In order to improve the effectiveness of management and supervision, the Quang Ninh Maritime Administration publicizes the process of settling procedures and providing clear regulations and needed documents to ship-owners for thorough implementation.
The presentation of dossiers can be done via the internet with diverse forms, such as: emailing the scanned ones, send the profile code via fax, or other suitable forms for procedures verification and settlement.

In addition, the Quang Ninh Maritime Administration paid attention to consolidate the organizational structure, assigning specific tasks to each specialized group and individuals. This not only helps to save time and reduce a series of unnecessary business conditions in the declaration of procedures for vessels wishing to load commodities at ports in Quang Ninh but also to ensure safety and security, fire prevention and fighting as well as environmental pollution in accordance with the current regulations. It has also contributed to increasing the efficiency of exploiting ships and promoting the advantages of seaports.
In January - August period of this year, there were nearly 63 million tons of goods imported and exported through the ports in Quang Ninh, an increase of 20% over the same period in 2018; nearly 70,000 passenger arrivals on international cruise lines came to the province. In particular, there were super-sized and super-heavy cargo ships arriving in the province for the first time, such as the ANNOU MAX with a capacity of 176,364 tons had docked at Hon Net port area (in Cam Pha city) in June 2019.
Moreover, the number of passenger arrivals to Quang Ninh by cruise ships has also dramatically increased, especially since the operation of Ha Long international cruise port, which has contributed to promoting Quang Ninh's advantages of seaports, helping to develop the province into the center of seaports of the region and the country./.
