JICA helps Ministry of Finance enhance project management capacity

CPV: The Ministry of Finance (MoF) of Vietnam and the Japan International Cooperation Agency (JICA) organised a three day training course in Ha Long, Quang Ninh on August 23. More than 30 officials of MoF attended the course to strengthen their project management capacity, focusing on Monitoring and Evaluation (M&E).

 

The course, which is the third in a sequence of workshops on Project Cycle Management for Mof, is an in-depth workshop to provide young staff from various departments with standard knowledge on steps, methodology and skills for practical project M&E.

Trainees could also grasp the overall picture of the monitoring system at all levels.

Speaking at the course, Mr. Uchida Tsutomu, JICA Senior Advisor on Aid Coordination, and a lecturer on the programme, said: “Evaluation is for concluding and for a new beginning. Since M&E is currently one of the main topics in project management in Vietnam, and MoF is responsible for assessing the financial aspect of all national projects, as well as its own, MoF officials will make better use of ODA with good understanding of monitoring and evaluation. And the fresh young staff from various departments of MoF, will continue utilizing knowledge obtained through the courses to meet their responsibilities at MoF, contributing further to the development of public finance in Vietnam.”

Under the same framework, the previous courses focusing on Project Cycle Management and Participatory Planning were launched for MoF in this March and June. JICA also supported sending some MoF officials to the Philippines to receive advanced project management training, in March, July and September.

This technical assistance is implemented under the framework of an agreement between MoF and JICA which is effective between March 1st 2011 and March 31st 2012./.
